ฟิทช์ คงอันดับเครดิต AIS และ AWN ที่ ‘BBB+’/ ‘AA+(tha)’

      ฟิทช์ เรทติ้งส์-สิงคโปร์/กรุงเทพฯ- 16 ตุลาคม 2562: บริษัท ฟิทช์ เรทติ้งส์ ประกาศคงอันดับเครดิตสากลระยะยาวสกุลเงินต่างประเทศ (Long-Term Foreign-Currency Issuer Default Rating) และอันดับเครดิตสากลระยะยาวสกุลเงินในประเทศ (Long-Term Local-Currency Issuer Default Rating) ของ บริษัท แอดวานซ์ อินโฟร์ เซอร์วิส จำกัด (มหาชน) หรือ AIS และบริษัท แอดวานซ์ ไวร์เลส เน็ทเวอร์ค จำกัด หรือ AWN ที่ ‘BBB+’ แนวโน้มอันดับเครดิตมีเสถียรภาพ นอกจากนี้ฟิทช์ประกาศคงอันดับเครดิตภายในประเทศระยะยาว (National Long-Term Rating) ของ AIS และ AWN ที่ ‘AA+(tha)’ แนวโน้มอันดับเครดิตมีเสถียรภาพ อันดับเครดิตภายในประเทศระยะสั้น (National Short-Term Rating) ของ AIS ที่ ‘F1+(tha)’ ในขณะเดียวกัน ฟิทช์ประกาศคงอันดับเครดิตของหุ้นกู้ไม่มีหลักประกันและไม่ด้อยสิทธิ ของ AWN ที่ ‘AA+(tha)’

ปัจจัยที่มีผลต่ออันดับเครดิต

   AIS และ AWN มีอันดับเครดิตเท่ากัน: อันดับเครดิตของ AWN เท่ากับอันดับเครดิตของ AIS โดยสะท้อนถึงความสัมพันธ์ที่แข็งแกร่งระหว่าง AWN และ AIS ตามหลักเกณฑ์การจัดอันดับเครดิตของฟิทช์ในเรื่องความสัมพันธ์ระหว่างบริษัทแม่กับบริษัทลูก (Parent and Subsidiary Rating Linkage Criteria) AIS ถือหุ้นทั้งหมดใน AWN ทำให้มีอำนาจควบคุมการดำเนินธุรกิจ และนโยบายด้านการเงิน และการลงทุนของ AWN โดย AWN เป็นบริษัทที่มีความสำคัญต่อกลุ่ม โดยมีสัดส่วนรายได้ และกำไรจากการดำเนินงานก่อนดอกเบี้ยจ่าย ภาษี ค่าเสื่อมราคา และค่าตัดจำหน่าย (EBITDA) คิดเป็นร้อยละ 94 และ 80 ของกลุ่ม ตามลำดับในปี 2561

       นอกจากนี้ AWN ยังมีความสำคัญทางยุทธศาสตร์ต่อกลุ่ม AIS โดยเป็นผู้ได้รับใบอนุญาตในการให้บริการโทรศัพท์เคลื่อนที่บนคลื่นความถี่ 2.1GHz และ 1.8GHz และ 900MHz และเข้าร่วมการจัดสรรคลื่นความถี่ 700MHz ในเดือนมิถุนายน 2562  

      รายได้เติบโตร้อยละ 4-5: ฟิทช์คาดว่ารายได้จากการให้บริการซึ่งรวมถึงรายได้จากการให้บริการโทรศัพท์เคลื่อนที่ และอินเตอร์เน็ตความเร็วสูง ของ AIS จะเติบโตประมาณร้อยละ 4-5 ต่อปี ในปี  2562 และ 2563 (ครึ่งปีแรกของปี 2562 เติบโตร้อยละ 4.1) เนื่องจากการเติบโตอย่างต่อเนื่องของการใช้บริการด้านข้อมูลผ่านโทรศัพท์เคลื่อนที่ และจำนวนผู้ใช้บริการอินเตอร์เน็ตความเร็วสูง   ฟิทช์คาดว่ารายได้จากการให้บริการโทรศัพท์เคลื่อนในปี 2562 จะเติบโตในอัตราร้อยละ 3-4 ต่อปี ในปี 2562 เนื่องจากคาดว่าในช่วงครึ่งปีหลังของปี 2562 จะรายได้จะมีการเติบโตในอัตราที่สูงขึ้น ซึ่งช่วยลดผลกระทบจากการเติบโตที่ช้าในไตรมาสที่ 1 ของปี 2562 เนื่องจากการแข่งขันในตลาดปรับตัวดีขึ้น ในไตรมาสที่ 2 ของปี 2562 ผู้ประกอบการทุกรายได้เริ่มยกเลิการเสนอแพ็กเกจเติมเงินแบบใช้งานข้อมูลได้ไม่จำกัด ซึ่งเริ่มมีการให้บริการในปี 2561  

     ในขณะที่รายได้จากการให้บริการอินเตอร์เน็ตความเร็วสูงน่าจะเติบโตอย่างแข็งแกร่ง มาอยู่ที่ประมาณ 5.5 พันล้านในปี 2562 จาก 4.4 พันล้านบาท ในปี 2561 (ครึ่งปีแรกของปี 2562 มีรายได้ 2.7 พันล้านบาท) เนื่องจากบริษัทคาดว่าจะเพิ่มจำนวนผู้ใช้บริการมาอยู่ที่ 1 ล้านราย ณ สิ้นปี 2562 (ณ สิ้นไตรมาสที่ 2 ของปี 2562 อยู่ที่ 731,000 ราย)

      กระแสเงินสดที่แข็งแกร่ง: ฟิทช์คาดว่ากระแสเงินสดจากการดำเนินงานก่อนการเปลี่ยนแปลงของเงินทุนหมุนเวียน (Funds from Operation) ของ AIS จะยังคงอยู่ในระดับที่แข็งแกร่งในปี 2562 ที่ประมาณ 7.5 หมื่นล้านบาท (2561: 7.3 หมื่นล้านบาท) อย่างไรก็ตามอัตราส่วนกำไรจากการดำเนินงานก่อนดอกเบี้ยจ่าย ภาษี ค่าเสื่อมราคา และค่าตัดจำหน่าย ต่อรายได้ (EBITDA Margin) อาจจะปรับตัวลดลงมาอยู่ที่ร้อยละ 42-43 ในปี 2562 จากร้อยละ 43.5 ในปี 2561 เนื่องจากค่าใช้จ่ายด้านเครือข่ายที่ปรับตัวสูงขึ้น

      อย่างไรก็ตาม EBITDA Margin ของ AIS น่าจะปรับตัวดีขึ้นมาอยู่ที่ระดับร้อยละ 44-45 ในปี 2563 เนื่องจากค่าใช้จ่ายที่ลดลงจากการระงับข้อพิพาทกับ บริษัท ทีโอที จำกัด (มหาชน) ในเดือน กันยายน 2562 เกี่ยวกับเสาสัญญาณ และการเช่าอุปกรณ์ภายใต้สัญญาสัมปทาน ค่าเช่าเสาสัญญาณจาก ทีโอที ได้ปรับตัวลดลงมาอยู่ที่ 2.8 พันล้านบาทต่อปี จากเดิม 3.6 พันล้านบาทต่อปี และ AIS ไม่ต้องจ่ายค่าเช่าอุปกรณ์ภายใต้สัญญาสัมปทาน ซึ่งเดิมชำระในจำนวน 2 พันล้านบาทต่อปี ตั้งแต่เดือนกันยายน 2562 เป็นต้นไป

       ความคล่องตัวในการรองรับการลงทุน: กระแสเงินสดสุทธิ (Free Cash Flow) ของ AIS น่าจะยังคงเป็นบวกในปี 2562 (2561 เป็นบวก 3.4 พันล้านบาท) เนื่องจากการชำระค่าคลื่นความถี่และการลงทุนที่ต่ำลง หลังจากที่บริษัทผ่านช่วงการลงทุนที่สูงในการขยายเครือข่าย 3G และ 4G เงินลงทุนด้านเครือข่ายน่าจะลดลงมาอยู่ที่ 2.5-2.7 หมื่นล้านบาทต่อปี ในปี 2562 และ 2563 จาก 4.1-4.8 หมื่นล้านต่อปี ในช่วงปี 2559-2560 ซึ่งเป็นช่วงที่มีการลงทุนที่สูง ดังนั้นอัตราส่วนหนี้สินสุทธิที่ปรับปรุงแล้วต่อกระแสเงินสดจากการดำเนินงานก่อนการเปลี่ยนแปลงของเงินทุนหมุนเวียน (FFO Adjusted Net Leverage) ของ AIS น่าจะอยู่ที่ประมาณ 1.6 เท่า ในปี 2562 และ 2563 (2561: 1.6 เท่า) ซึ่งจะทำให้ความสามารถในการรองรับหนี้สินที่เพิ่มโดยไม่กระทบต่ออันดับเครดิต และความคล่องตัวด้านการเงินในการรองรับการลงทุนเพิ่มเติมเพิ่มขึ้น โดยเฉพาะการลงทุนในคลื่นความถี่ 5G

      ผู้นำตลาด: AIS สามารถรักษาสถานะทางการตลาดที่แข็งแกร่งอย่างต่อเนื่องในฐานะผู้ให้บริการโทรศัพท์เคลื่อนที่รายใหญ่ที่สุดในประเทศในช่วงหลายปีที่ผ่านมา ฟิทช์ คาดว่า บริษัทจะสามารถรักษาส่วนแบ่งทางการตลาดตามรายได้จากการให้บริการให้อยู่ในระดับประมาณร้อยละ 50 ในช่วง 2-3 ปีข้างหน้า (ครึ่งปีแรกของปี 2561: ร้อยละ 49) นอกจากนี้สถานะทางธุรกิจของ AIS ยังได้รับการสนับสนุนจากชื่อเสียงทางการค้าของบริษัทที่เป็นที่รู้จักเป็นอย่างดี และเครือข่ายโทรศัพท์เคลื่อนที่ที่ครอบคลุมมากที่สุด

การกำหนดอันดับเครดิตโดยสรุป

       อันดับเครดิตของ AIS สะท้อนถึงสถานะทางการตลาดที่แข็งแกร่งในฐานะผู้ให้บริการโทรศัพท์เคลื่อนที่รายใหญ่ที่สุดของประเทศไทย และสถานะทางการเงินที่แข็งแกร่ง AIS มีอันดับเครดิตสูงกว่าบริษัท โทเทิ่ล แอ็คแซส คอมมูนิเคชั่น จำกัด (มหาชน) หรือ DTAC ซึ่งมีอันดับเครดิตที่ ‘BBB’ แนวโน้มเครดิตเป็นลบ เนื่องจาก DTAC มีขนาดรายได้ที่เล็กกว่า มีสถานะทางการตลาดที่ด้อยกว่า และมีอัตราส่วนกำไรต่อรายได้ที่ต่ำกว่า AIS  อันดับเครดิตของ DTAC ได้รับการปรับเพิ่มขึ้นหนึ่งอันดับจากอันดับเครดิตโดยลำพัง (Standalone Credit Profile) ที่ ‘bbb-’ ของ DTAC เพื่อสะท้อนถึงความเกี่ยวเนื่องในระดับปานกลางระหว่าง DTAC กับ Telenor โดย Telenor มีอำนาจควบคุมคณะกรรมการและผู้บริหารของ DTAC

       อันดับเครดิตของ AIS อยู่ในระดับเดียวกับอันดับเครดิตโดยลำพัง (Standalone Credit Profile) ของ Telekom Malaysia Berhad หรือ TM ที่ ‘bbb+’ TM (อันดับเครดิตที่ ‘A-’ แนวโน้มเครดิตเป็นลบ) เป็นผู้ให้บริการอินเตอร์เน็ตความเร็วสูงในประเทศมาเลเซีย TM มีสถานะทางธุรกิจที่ดีกว่า AIS จากสถานะทางการตลาดที่แข็งแกร่งและการแข่งขันที่ต่ำในตลาดอินเตอร์เน็ตความเร็วสูงในประเทศมาเลเซีย อย่างไรก็ตาม AIS มีสถานะทางการเงินที่แข็งแกร่งกว่าเนื่องจากอัตราส่วนหนี้สินที่อยู่ในระดับต่ำกว่า มีขนาดธุรกิจที่ใหญ่กว่า

     และ มี EBITDA Margin ที่สูงกว่า อันดับเครดิตของ AIS สูงกว่าอันดับเครดิตของ PLDT Inc. ซึ่งเป็นผู้ประกอบการโทรคมนาคมรายใหญ่ที่สุดของประเทศฟิลิปปินส์ ซึ่งมีอันดับเครดิตที่ ‘BBB’ แนวโน้มเครดิตมีเสถียรภาพ AIS มีอัตราส่วนหนี้สินที่ระดับ 2 เท่า ซึ่งต่ำกว่า PLDT ซึ่งมีอัตราส่วนหนี้สินที่ระดับประมาณ 3.0 เท่าถึงแม้ว่า AIS จะมีบริการโทรคมนาคมที่กระจายตัวน้อยกว่า

สภาพคล่อง

        สภาพคล่องที่แข็งแกร่ง: สภาพคล่องของ AIS มีความแข็งแกร่ง ถึงแม้ว่าเงินสด ณ สิ้นปี 2561 จำนวน 9 พันล้านบาท จะไม่เพียงพอชำระคืนหนี้ที่กำหนดชำระในปี 2562 จำนวน 1.7  หมื่นล้านบาท อย่างไรก็ตาม ฟิทช์คาดว่า AIS จะมีกระแสเงินสดเป็นบวกจำนวน 1.4 หมื่นล้านบาท ในปี 2562 ซึ่งเพียงพอต่อการชำระหนี้ในส่วนที่เหลือ นอกจากนี้ฟิทช์มองว่า AIS สามารถเข้าถึงแหล่งเงินทุนในประเทศ เนื่องจากบริษัทมีสถานะทางเครดิตที่ดี

Fitch Affirms AIS and AWN at 'BBB+'/'AA+(tha)'

Fitch Ratings - Singapore/Bangkok - 16 October 2019:

     Fitch Ratings has affirmed Thailand-based telecommunications company Advanced Info Service Public Company Limited's (AIS) and its subsidiary Advanced Wireless Network Company Limited's (AWN) Long-Term Foreign- and Local-Currency Issuer Default Ratings (IDR) at 'BBB+' with a Stable Outlook. The agency has also affirmed AIS's and AWN's National Long-Term Rating at 'AA+(tha)' with a Stable Outlook.

KEY RATING DRIVERS

        Ratings Equalised: AIS's and AWN's ratings are equalised to reflect the strong links between the two companies, in line with Fitch's Parent and Subsidiary Rating Linkage criteria. AIS fully owns AWN, enabling it to control the subsidiary's strategy, financial policy and investments. AWN is the main subsidiary within the group, accounting for 94% of group revenue and 80% of EBITDA in 2018. It is of strategic importance to its parent as the operator of AIS's licensed mobile business. AWN was awarded 2.1GHz, 1.8GHz and 900MHz licences, and participated in the 700MHz spectrum allocation in June 2019.

        Mid-Single-Digit Revenue Growth: Fitch expects AIS's service revenue, including mobile and fixed-broadband, to increase by around 4%-5% in 2019 and 2020 (1H19: 4.1%), supported by a continued rise in mobile-data usage and fixed-broadband subscribers. We forecast mobile-service revenue to grow by 3%-4% in 2019, boosted by an acceleration in 2H19, offsetting the slow growth in 1Q19, as competition in the sector has eased. In 2Q19, all major mobile operators in Thailand gradually started to phase out the generous unlimited prepaid data plans that were launched in 2018. The company's fixed-broadband revenue will continue to increase strongly to around THB5.5 billion in 2019 from THB4.4 billion in 2018 (1H19: THB2.7 billion) as it aims to reach one million subscribers by end-2019 (end-2018: 731,000 subscribers).

       Robust Cash Flow: Fitch expects AIS's funds from operation (FFO) to remain strong in 2019 at around THB75 billion (2018: THB73 billion in 2018). Its EBITDA margin may, however, decrease to around 42%-43% in 2019 from 43.5% in 2018 due to an increase in network operating expense. However, the EBITDA margin is likely to improve to 44%-45% in 2020 on cost savings from a settlement of its disputes with TOT Public Company Limited in September 2019 over tower ownership and 2G equipment rentals. The rental fee on TOT's towers will fall to around THB2.8 billion per annum, depending on usage, from the current fee of THB3.6 billion per annum, while AIS will stop paying TOT rental fees for 2G equipment, currently around THB2 billion per annum, from September 2019.

      Flexibility to Support Investment: AIS's free cash flow (FCF) is likely to remain positive in 2019 (2018: THB3.4 billion) due to lower spectrum payments and falling capex after it completes the major rollout phase of its 3G and 4G networks. Network investment is likely to decrease to around THB25 billion-27 billion per annum in 2019 and 2020, from THB41 billion-48 billion per annum during the peak investment period in 2016-2017. FFO adjusted net leverage to is likely to stay around 1.6x in 2019 and 2020 (2018: 1.6x), providing AIS with moderate headroom and financial flexibility to support additional investment, particularly in new spectrum and 5G.

       Leading Market Position: AIS has maintained its leading market position as Thailand's largest mobile-phone operator. Fitch believes AIS should be able to maintain its service-revenue market share of around 50% in the medium term (1H19: 48%). AIS benefits from economies of scale due to its large subscriber base as well as a strong brand and extensive network coverage.

DERIVATION SUMMARY

      AIS's credit profile is supported by its solid market position as Thailand's largest mobile-phone operator and its conservative financial profile. AIS is rated higher than domestic peer, Total Access Communication Public Company Limited (DTAC; BBB/Negative), due to the latter's smaller size, weaker market position and lower profit margin. DTAC's 'BBB' ratings incorporate a one-notch uplift from its Standalone Credit Profile (SCP) of 'bbb-' due to the moderate linkages with its parent, Telenor ASA of Norway, which has strong board and management control over DTAC.

               AIS's ratings are at the same level as the 'bbb+' SCP of Malaysia's fixed-broadband operator, Telekom Malaysia Berhad (TM, A-/Negative). TM has a better business profile than AIS in light of its market dominance and the benign competition in Malaysia's fixed-broadband market, but AIS has a stronger financial profile due to lower leverage, its larger size and wider EBITDA margin. AIS is rated one notch above the Philippines' largest telecom operator, PLDT Inc. (BBB/Stable), due to its more conservative financial leverage of less than 2.0x (PLDT: around 3.0x) offsetting its lack of product diversification.

LIQUIDITY AND DEBT STRUCTURE

      Strong Liquidity: AIS's liquidity should remain strong even though its cash balance at end-2018 of THB9.0 billion is not sufficient to cover the THB17.1 billion debt due in 2019. However, we expect AIS to generate strong FCF of around THB13.9 billion in 2019, which is more than enough to cover the shortfall during the period. In addition, Fitch believes AIS has easy access to domestic debt capital in light of its strong credit profile.
